An exchange licensed in a jurisdiction with real oversight has obligations to segregate customer funds. One registered nowhere has obligations to no one.
Then costs and liquidity
Compare the fee schedule, and check the coins you want actually trade in volume there. A thin market means a wide spread, which costs more than the headline fee.
Then your own security
Two-factor authentication, a unique password, and withdrawal address whitelisting. Most account losses are credential theft, not exchange failure.
